Municipalities in Ontario face yet another implementation deadline for asset management planning in 2024, with Ontario Regulation 588/17 requiring plans incorporating all assets by July 1st. Another deadline exists in 2025 for a more comprehensive plan. During this implementation period, the role of CAOs will be instrumental in ensuring a corporate wide approach rather than a purely finance or engineering focused process. As a current CAO and former partner of Watson and Associates, Dan will outline the provincial asset management requirements, the role of the CAO, and the benefits (beyond simple compliance) to be derived from a corporate wide approach.

| What is it to be a person of integrity?
Most people believe that integrity involves a formal relation one has to oneself or that integrity is connected to acting morally. Philosophers have long focused on this concept and have approached it as either a virtue, showing control over oneself, or as moral purpose.
I think ‘integrity’ refers to a quality of a person’s character or as standing for something. Cheshire Calhoun argues that integrity is a social virtue defined by a person’s relations to others and as a matter of a person’s proper regard for their own best judgement. Persons of integrity stand for something: they stand up for their best judgment within a community of people trying to discover what in life is worth doing. As she puts it:
“Persons of integrity treat their own endorsements as ones that matter, or ought to matter, to fellow deliberators. Absent a special sort of story, lying about one’s views, concealing them, recanting them under pressure, selling them out for rewards or to avoid penalties, and pandering to what one regards as the bad views of others, all indicate a failure to regard one’s own judgment as one that should matter to others.” Us dogs are lucky because we can sniff out integrity.
