The Province is proposing updates to the strong mayor framework through amendments to O. Reg. 530/22, including changes to strong mayor designation, election-year rules, and regional governance. The proposal would limit outgoing mayors from proposing the post-election budget and introduce restrictions in cases of significant council turnover, aligning more closely with “lame duck” provisions under Section 275 of the Municipal Act, 2001. It also includes extending strong mayor powers to select upper-tier municipalities and updating the list of designated municipalities.

The Province will soon introduce regulatory changes as part of an upcoming legislative package that would crack down on illegal drug use on transit and target illegal drug production. As part of an upcoming legislative package, the following regulatory changes would: -
Give transit special constables the authority on designated transit systems to enforce the Restricting Public Consumption of Illegal Substances Act, 2025. Special constables would be able to stop individuals from using illegal substances on transit and in transit areas and issue tickets or make arrests if individuals refuse to comply.

Target illegal drug production by prohibiting owning, using or selling designated devices for the purposes of making illicit drugs, and prohibiting owning, producing or trafficking precursor chemicals to make illegal drugs.

Bringing the Measures Respecting Premises with Illegal Drug Activity Act, 2025 into force. This would make it an offence for commercial landlords to knowingly allow illegal drug production on their properties and would provide police with stronger tools under the Act to shut down these operations.

Grant Applications Coordinator |
This new position is responsible for coordinating an effective and efficient grant application process throughout the organization, including monitoring opportunities, tracking submissions, and reporting. RESPONSBILITIES:
Proactively monitor and research funding sources from all eligible sources including but not limited to the Federal and Provincial governments. Share grant opportunities with appropriate service areas and external agencies when relevant. With an interdepartmental approach, lead the preparation, review and submission of grant applications and supporting compliance with funding requirements, in alignment with the County’s Strategic Plan and Advocacy Framework. Maintain a system to track and manage grant applications including deadlines, application requirements, reporting requirements, and application outcomes. Collaborate with internal partners when relevant to prepare reports for presentations to Council for application approval and/or expenditure authority if required. Oversee departmental adherence to funding guidelines and monitor grant related expenditures in collaboration with Finance. Compile and present relevant data, reports and updates as required. Establish and maintain contacts and develop working relationships with key staff in various governmental agencies and organizations offering grant programs. Research and evaluate best practices to improve grant submission outcomes. Provide additional support to advocacy related initiatives including letter writing, document preparation and data collection. Liaise with Area Municipalities, Provincial/Federal government representatives, internal stakeholders, community stakeholders, and members of the public as necessary and appropriate. Receives and attempts to resolve concerns and questions related to the grant process in a timely and responsive manner. Refers and escalates to the appropriate individual as necessary. Performs other duties as assigned.
