Director of Community & Human Services

The County of Hastings has an opening for a permanent full time DIRECTOR OF COMMUNITY & HUMAN SERVICES.  This is a Non-Union position reporting to the CAO. The Director of Community and Human Services is responsible to provide executive leadership of the Community and Human Services Department. This includes overall responsibility and accountability for the Provincial/County programs and services in accordance with relevant Acts, regulations, Provincial Service Contracts, policies and directives of the Ministry of Children, Community and Social Services, Ministry of Municipal Affairs & Housing, Ministry of Education, Ministry of Training, Colleges, and Universities, the County of Hastings and all relevant professional bodies.  The Director provides and manages programs in order to maximize available provincial funding to improve services for the people of Hastings County. Hastings County is a progressive, professional organization and a known employer of choice.

Hastings County is situated on the traditional territory of many nations including the Huron-Wendat and the Haudenosaunee peoples. The County also acknowledges the Mohawk and Algonquin nations whose traditional and unceded territory Hastings County is located on. The General Manager of DSE is responsible for directing, managing and reviewing the activities and operations in the Engineering Division; Legislative Service, Building, Parking, and Transit Services Division; Planning and Housing Division; and Parks Planning and Development Division. The General Manager of DSE is responsible for approximately 60% of the City’s capital projects.

Socrates said, "The only true wisdom is in knowing you know nothing." This is the foundation of all learning. It is the acknowledgment of one’s own ignorance that fuels the desire to learn. To stop learning is to accept the limits of one's own understanding, to become stagnant like a pool of water left undisturbed. 

 

I have come to see that life itself is a teacher, and we are but humble students. The sea teaches patience and resilience, the mountains teach strength and endurance, and the people we meet along the way teach us compassion and understanding. To learn is to live fully, to embrace the world with open arms and an open mind.

 

Confucius advised, "Real knowledge is to know the extent of one's ignorance." This is the path of the learner, the seeker of wisdom. It is a path that has no end, for there is always something new to discover, some new horizon to chase.

It is not an easy path, but it is a rewarding one. In learning, we find new strengths, new passions, new purposes. It is in this constant pursuit that we truly come to know ourselves and the world around us.

A Roundtable Discussion was held on Friday 17 May 2024 as part of the Spring Workshop.

 

After a series of presentations on diversity, inclusion, safety, and accountability regimes, delegates were asked to come together in small groups to answer the question --

 

How can I ensure a safe and inclusive workplace in my municipality?

 

Processes

  • Behavioural Interviews-- Get insight into competencies before hiring, Candidate to include examples.
  • Ensure equitable hiring processes—representation matters.
  • Conduct a physical environment review. Ensure new builds and renovations remove barriers to inclusion.
  • Anonymous Complaint Process. Provide a regular forum for confidential feedback and act. Can be successful if consistent theme arise.

 

Policies

  • Open Door Policy -- be “reachable.”
  • Implement a Code of Conduct specific to Council-Staff relationship.
  • Develop a DEI Policy.
  • Inclusion is not a project but it a value that must be embedded in foundational strategic documents.

 

 

Full Executive Team Championing

  • Lead by example
  • Safe environment concept
  • Communicate the direction.
  • Debrief regularly with SLT and Head of Council
  • Work with Head of Council to call out nonsense.
  • Values-based leadership

  • Review policies, practises, and procedures to remove barriers/language that are not inclusive.
  • Dedicate resources in terms of HR staff and money.
  • Conduct a DEI Audit.
  • Gather data—survey to find out what you know and don’t know.
  • Identify champions.
  • Plan to deal with resistors.
  • Plan for people at different stages of readiness.
  • Celebrate success and focus on positive behaviours.
