Conservation Halton was established more than 60 years ago to protect our communities from flooding and erosion and manage and restore natural resources of the watershed. We have grown to become so much more. Four years ago, Conservation Halton started a process of transformation through our strategic plan, Metamorphosis. Your Opportunity
The Chief Administrative Officer will have full accountability and responsibility for all operations, leadership, stakeholder management, fiscal effectiveness, risk mitigation and enterprise-wide visioning and planning for Conservation Halton. Reporting to the Chair of the Conservation Halton Board, the CAO will lead full-scale strategic planning including establishing key performance metrics with a process improvement and innovation lens. This role will be responsible for all key Conservation Authority obligations including managing critical flood water infrastructure, approving development permits under the Conservation Authorities Act, carrying out environmental restoration and forest management, delivering educational and recreational programming to 1.5+ million visitors to 8 parks. This role also leads all business transformation and innovation initiatives through strategic leadership with a focus on delivering results and inspiring an engaged workforce.
The CAO will lead external stakeholder management for key relationships at multiple levels of government (Municipal, Provincial, Federal) as well as major land developers, donors, and corporate sponsors. Providing leadership, coaching, and mentoring to the executive and senior leadership teams, this role is accountable for enabling CH’s leaders to act while inspiring a shared vision with an open, respectful, and cohesive approach.
This position will have ultimate accountability for the regulatory program which includes the review and approval of permit applications, compliance and enforcement, and development of regulatory policies and procedures and public consultations. This also includes the planning program, provincially delegated responsibilities for natural hazard planning and policy reviews, and the flood hazard mapping program, including development of regulatory mapping and public consultations.
The CAO will also have ultimate accountability for the effective operations, programming, financial success, and risk mitigation for all CH parks as well as supporting other Conservation Halton owned land holdings. This includes accountability for large groups of staff teams, high number of seasonal contract staff during the ski and snowboard season and ensuring health and safety for customers, visitors, and staff.
This role will consistently promote and support a safe, and positive work culture of engaged employees with a strategic thinking approach removing barriers through coaching and mentoring. This will be achieved with a focus on finding solutions and promoting high-performing matrix teams focused on continuous innovation and commitment to striving for excellence. You will recommend policies, plans, and programs that benefit our residents by being innovative, accountable and fiscally sound. You will work to enhance growth and development in the community, as well as ensure the effective utilization of resources through the priorities and guiding principles as identified by Council. Reporting to the Chief Administrative Officer, the Director of Planning has responsibility for a full range of professional land use planning functions as well as supervising planning staff and preparing and monitoring the planning division budget. This responsibility includes policy development, making recommendations regarding the County Official Plan to County Council, and associated committees of Council. Emphasis is on providing professional advice and working collaboratively with our local municipalities regarding land use matters. As part of the Senior Management Team, the Director shall be a collaborative thinker with the ability to adapt to change and interact effective governments and agencies, developers, consultants, and key stakeholder groups in a professional and courteous manner.
Key duties include ensuring compliance with legislation and Council policies; the effective and efficient delivery of development inspection services; implementation and improving long-term community plans and strategies; and providing planning technical advice and guidance to the Chief Administrative Officer and Council.

But what if we shift our perspective? What if we see them not as roadblocks, but as signposts guiding us along the way?
Take Sisyphus, condemned to roll a boulder up a hill for eternity. A futile task, you might say. Yet, Albert Camus suggests that "One must imagine Sisyphus happy." Why? Because in the struggle lies meaning. Each push of the boulder, each step up the hill, is not in vain but in defiance of the absurdity of existence. Life's obstacles are not there to thwart us but to shape us. They challenge our resolve, test our mettle, and ultimately, define our character. So, next time you encounter an obstacle in your path, don't curse your luck or lament your misfortune. Embrace it. Wrestle with it. Learn from it. For in the obstacle lies the path to greatness.
