Minister of Municipal Affairs and Housing Paul Calandra announced four significant proposed changes to municipal governance and land use planning yesterday. The Province is now committing to: -
Provide immediate clarity to the employees and residents of Peel. The region will not be dissolved and the transition board will now focus on options to enhance the self-determination of local governments to support building more homes faster and improve local service delivery;

Consult on proposed revocations, amendments and monitoring of existing minister’s zoning orders as part of a new “use it or lose it” approach to support improved municipal planning and resourcing while holding builders to account;
- Provide clarity about the application of development-related charge exemptions for attainable housing to support improved municipal budgetary planning; and

Consult on development-related charges and fee refund frameworks to support municipalities with sustainably building more homes faster.
Note that any implementing legislation cannot come prior to 20 Feb 2024 when Queen’s Park resumes sitting. |

Reporting to the Mayor and Council, the Chief Administrative Officer (CAO) will provide strategic vision, leadership and guidance on the general management of the Town as well as participate in the overall direction of the municipality. The CAO will oversee a $24 million operating budget and a $7 million capital budget. As the Town’s most senior administrative official, the CAO will lead the team of over 200 Town employees by example to realize the vision of a vibrant community. The salary range for the role is $152,944 - $174.985 per annum.

Reporting directly to Council, this position is accountable for the overall leadership and administration of municipal operations as well as the execution of Council’s Strategic Priorities and all other objectives, decisions and actions approved by Council. Leading and overseeing the Leadership Team, this position is responsible for providing direction and oversight to all municipal staff, while striving for continuous improvement in performance. The CAO position will inform and guide Council, providing recommendations and advice related to all operations and affairs of the Municipality. The CAO will direct the overall planning, strategy and business affairs of the Municipality of Meaford and ensure all corporate objectives, organizational initiatives, and goals are achieved in accordance with approved by-laws, policies, budgeted resources and strategies.
The ideal candidate has: - A degree/diploma in business/public administration, political science, finance, engineering, or related discipline with applicable professional designation or an equivalent combination of experience and education.

Do you ever suffer from the Otis Redding problem? This problem is based on the line from Sitting By the Dock of the Bay; “I can’t do what ten people tell me to do, so I guess I’ll remain the same.” CAOs can be on the receiving end when individual councillors ask for competing or contradictory things. Sometimes the Strategic Plan gets left in the dust and overwhelmed by the urgent day to day stuff. Effective CAOs know how to avoid this trap to keep the team focused.
But take care not to be the cause of such problems for your staff.
Don't put in place too many metrics to measure individuals, teams, or business units. They can’t think about all of them at once, which will cause them to either struggle immensely, do what they believe are important, or revert to the status quo. It's just like I said to my handler the other day--leave it or sit....which one is it? |
