Minister of Municipal Affairs and Housing Paul Calandra has introduced Bill 150 the Planning Statute Law Amendment Act, 2023 that seeks to reverse provincial changes made in November 2022 and April 2023 to official plans and official plan amendments in 12 municipalities: the cities of Barrie, Belleville, Guelph, Hamilton, Ottawa, and Peterborough, Wellington County, and the regional municipalities of Halton, Niagara, Peel, Waterloo and York. The reversal includes changes to urban boundaries while maintaining protections for the Greenbelt.

 

Affected municipalities have been given until December 7, 2023 to submit information about circumstances or projects that are already underway and on any changes that the municipality would like to see made to the official plan based on the original modifications.

 

The Standing Committee on Heritage, Infrastructure and Cultural Policy will meet to conduct a study on regional governance as overseen by the Ministry of Municipal Affairs and Housing. The Committee intends to hold public hearings in Durham, Halton, Niagara, County of Simcoe, Waterloo and York. Interested people who wish to be considered to make an oral presentation to the Committee are required to register. Those who do not wish to make an oral presentation but wish to comment on the issue may send a written submission. To register or send a written submission, please visit the following link: ola.org/en/apply-committees..

Chief Administrative Officer

Moosonee, ON

The Town of Moosonee is located on the west banks of the Moose River, a short 12 miles from the salt waters of the James Bay. It is considered to be “the Gateway to the Arctic”. Moosonee is not connected to the road system in Ontario and all travellers arrive in Moosonee by train or plane, or on ice roads. Scheduled train services are provided by Ontario Northland, from Cochrane, Ontario. Scheduled air transportation services are provided by Air Creebec and Thunder Airlines. The permanent population of Moosonee is approximately 2,500 with about 85% being Cree.

 

Reporting to the Municipal Council, the CAO will provide leadership, direction to and coordination of the Management Team in developing, implementing, and administering the policies and procedures of the Town and Council in accordance with applicable By-Laws and regulations. The CAO provides effective, progressive advice to elected officials and the Management Team, and interacts regularly with the Head of Council and elected officials. The CAO is responsible for direct supervision of all municipal managers.  Work is performed with high degree of independent action. Required Qualifications, Experience, and Skills:    A minimum of 5 years of progressive management experience (or other comparable experience) is required. Post-secondary degree or certificate in Business and/or Public Administration is required. Strong knowledge of legislation and policy as they relate to municipal government, including knowledge of the Municipal Act and Planning Act. Excellent leadership, administrative, interpersonal, and analytical skills. Demonstrated municipal financial, human resources and administration experience. Excellent oral and written communication skills, including superior report writing, presentation skills, and negotiating skills. Preferred Qualifications, Experience, and Skills: Successful completion of the Municipal Administration Program from AMTCO, at minimum. Certified Municipal Officer (CMO), Certified Municipal Manager (CMM), CEMC and/or OH&S certifications are considered an asset.

Skipperisms

The dark and cold days of November have me thinking about the Danish concept of hygge. It means “a quality of cosiness and comfortable conviviality that engenders a feeling of contentment or well-being.” Pronounced “hoo-guh,” the word is said to have no direct translation in English, though “cozy” comes close. Hygge refers to finding comfort, pleasure, and warmth in simple, soothing things such as a cozy atmosphere or the feeling of friendship.

 

I like this concept very much. Taking leasure in the presence of gentle and soothing things is good for us mentally and physically. Some like a cup of tea, a warm blanket, and a good book. Me, I'm good with just hoping on the bed with my cow friend.
