The Township of Elizabethtown-Kitley, located in Eastern Ontario in the United Counties of Leeds and Grenville, is a flourishing rural community with a close by urban setting. We are a beautiful, safe and diverse community of 10,000 residents, serving a regional catchment area of 90,000+. Brockville is a 20-minute commute, Ottawa and Kingston are less than an hour’s drive, and Toronto and Montreal are but 200 kilometres away.

Reporting to the Mayor and Council, the Administrator (CAO/Clerk) is responsible for providing vision and leadership to the Township through planning, organizing and directing the operation of all municipal services in accordance with legislation, by-laws and policies established by Council. The Administrator (CAO/Clerk) is ultimately responsible for strategic oversight of all human, physical and financial resources of the Township.  As Clerk, it is expected that the statutory duties be carried out as per the Municipal Act.

Qualifications:

Preferred candidate will hold a Degree in Political Science, Business, Finance or similar focus or equivalency as demonstrated through experience in related municipal government. Minimum of five years’ experience in a municipal leadership role, or equivalent private sector experience. CMO (Certified Municipal Officer) designation considered an asset.
 
The candidate will be a dynamic progressive leader, with a keen interest in modernizing local government. A true visionary who is committed to leading by example, engaging, coaching and mentoring with utmost poise and professionalism.  Encompassing thorough knowledge of corporate administration, local governance, business planning and municipal government operations including finance, public works, fire and emergency services, recreation, planning, building etc., is strongly desired. Knowledge of all provincial statutes and by‑laws related to legislation and regulations as they may apply to the municipal corporation is a must.
 
The candidate must have a strong sense of public service, the ability to demonstrate initiative consistently and exemplify a strong commitment to impeccable customer service, doing so with the utmost professionalism and respect in managing all situations. Demonstrated interpersonal skills at a level to develop and maintain co‑operative/collaborative working relationships both within and outside the organization are key, along with excellent time management skills with the ability to prioritize workloads efficiently. Ability to analyze complex situations and data to determine potential problems, provide both umbrella and detailed planning and corrective actions, recognize strengths and weaknesses mitigate potential problems and be proactive.  The candidate will be resourceful, have the ability to interpret relevant by-laws, legislation, guidelines and policy initiatives and a keen interest in quality and process improvement.  Please see job description for more details.
