ABOUT ASPHODEL-NORWOOD

ABOUT THE ROLE

The CAO/Clerk role will report directly to the five-member Council. The CAO/Clerk will provide effective advice and support to Council, implementing their decisions efficiently, and effectively in conjunction with the highly skilled Senior Management Team. The Senior Management Team consists of a Manager of Public Works & Environmental Services, Manager of Water & Wastewater Operations, Chief Building Official/Planning Coordinator, Fire Chief, and the Manager of Community Centre/ Parks/Facilities. The CAO will provide energetic and creative leadership to the Senior Management Team to ensure alignment of operations with the Township’s strategic priorities within the $6 Million municipal budget.


 



Qualifications:

REQUIRED KNOWLEDGE, QUALIFICATIONS, SKILLS AND ABILITIES

  • Minimum of six (6) years of directly related senior level municipal management experience preferably with some experience as a CAO and/or Clerk.
  • Municipal accreditation from the Association of Municipal Managers, Clerks and Treasurers of Ontario (AMCTO/CMO) or Certified Municipal Manager (CMM) or an equivalent and Municipal program.
  • Familiarity of Provincial legislation relating to Municipalities such as the Municipal Act, Municipal Elections Act; Municipal Freedom of Information and Protection of Privacy Act; Highway Traffic Act; Planning Act; Statutory Powers & Procedures Act; etc.
  • University degree or Community College diploma in a relevant field of study or equivalent direct municipal education / accreditation and experience.
  • Demonstrated senior level management experience normally acquired through many years of progressively responsible experience including decision making in a local government environment.
  • Incumbents must be knowledgeable in Federal/Provincial regulations and programs pertaining to municipal government.
  • Demonstrated political acumen including the ability to work within the municipal environment with taxpayer and political needs.
  • Highly motivated with a strong focus on detail and precision.
  • Proven track record in effectively leading and managing teams.
  • Exceptional leadership skills.
  • Proven analytical and problem-solving skills. Demonstrated superior leadership, political awareness, public relations and communication skills.
  • Demonstrated computer skills with experience and proficiency in the use of Microsoft Office Suite.
  • Strong knowledge of Municipal software systems.
  • Excellent time management skills
  • Superior organizational skills.
